The Gallia County Local School District Board of Education welcomed new members and re-elected a familiar face to serve as board president in 2010 during the organizational meeting held Tuesday.
Newly elected board members Melvin Carter and Brandon Twyman took the oath of office along with incumbent Scott Williamson, who won re-election in last November’s general election. Carter returns to the school board following an absence of several years. Twyman is a newcomer to the board of education.
Terry Halley was re-elected to serve as board president. His name was the only one put forth during the nomination process, prompting him to turn to Williamson and ask if he would be interested in serving as president. Williamson replied, “You do a fine job,” which drew chuckles from those in attendance.
“Thank you for trusting me with another year, I guess,” Halley said jokingly.
Williamson was elected to serve as vice president of the county school board.
The board took the following action during the meeting:
• Adopted the Administrative Office, 230 Shawnee Lane, Gallipolis, as the meeting place for the school board. Established 7 p.m. on the fourth Monday of each month as the regular meeting time. Superintendent Dr. Charla Evans noted that the regular meeting for January will be held on Monday, Jan. 11. Evans also noted that the November and December meetings will deviate from the regular schedule with the November meeting scheduled for Monday, Nov. 15 and the December meeting set for Monday, Dec. 13.
• Adopted Robert’s Rules of Order as the parliamentary guidelines for the Gallia County Local Board of Education meetings.
• Authorized treasurer Sandra Foster to pay bills, provided funds are available, and report monthly to the board of education the amount expended for each bill.
• Assigned the superintendent to be the authorized purchasing agent for 2010.
• Authorized the superintendent to approve professional leave expenses for all licensed/certificated and classified personnel in 2010. The president of the board will be authorized to approve travel and expenses for board of education members.
• Authorized the treasurer to secure advances on tax settlements when possible and invest inactive or interim funds in U.S. Government securities or securities allowable by state law. The proceeds to be deposited in the general fund unless otherwise specified by a trust agreement.
• Authorized establishment of a “service fund” in accordance with Ohio Revised Code 3315.15 in the amount of $10,000.
• Authorized the advancement of money by the treasurer to special funds from the general fund on a temporary basis, not to exceed the fiscal year appropriations, in order to comply with legal restrictions placed upon credit balance.
• Designated the treasurer as the person authorized to sign checks on all accounts in 2010.
• Authorized the superintendent to employ personnel, as needed, until the subsequent meeting of the Gallia County Local Board of Education.
• Authorized district participation in the National School Breakfast and Lunch Programs from the 2010 organizational meeting until the 2011 organizational meeting.
• Authorized district participation in state and federal programs from the 2010 organizational meeting until the 2011 organizational meeting.
The board then met in executive session to discuss legal matters and interview architectural firms in regard to the design and construction of proposed athletic facilities at River Valley and South Gallia high schools.
Evans said the board will continue interviews with architects during a special meeting planned for 6 p.m. today. She said she expects the board to make a decision on the matter next Monday during its regular meeting.
